As the Public Affairs and Government Relations Director at Regence BlueCross BlueShield of Utah, Kim Frost fosters relationships with Utah legislators, state officials and industry regulators to influence health care policies that benefit members and employers statewide. With over 11 years of executive leadership experience, including her role as the executive director of the Utah Clean Air Partnership, Frost is known for her ability to unite diverse stakeholders and drive innovative solutions to complex challenges. She serves as chair of the Utah State Air Quality Board and on multiple boards, including Utah Clean Cities, and she holds a Bachelor of Arts in political science from Utah State University.

Amy Anderson, Regional Outreach Coordinator, A Bolder Way Forward
Amy Z. Anderson is the Regional Outreach Coordinator for A Bolder Way Forward, focused on Health Across the Lifespan and nine county coalitions in Northern Utah. With a background in hospital administration, her career includes work with Advocate Health Systems and the American Hospital Association's Institute for Diversity. A Utahn since 2004, Anderson serves on multiple non-profit boards and supports community coalitions. At Sunshine Terrace Foundation, a long-term care continuum, Anderson was Director of Outreach and continues her work as a Spiritual Counselor for Sunshine Hospice.
Elected as a Logan City Council member in 2017, Anderson was reelected in 2021. Appointed to the Utah Commission on Aging, she advocates for healthy aging throughout the state. Among her civic duties, she is Council Chair and Chair of the Bear River Local Homeless Council, addressing the needs of the unhoused. Additionally, Anderson strives to strengthen the impact of girls and women in Utah with an emphasis on healthy aging across the lifespan.
Jennifer Olsen, Director of Account Management, Regence BlueCross BlueShield of Utah
Jennifer Olsen is the Director of Account Management at Regence BlueCross BlueShield of Utah, where she provides strategic direction to the company's account executive team and leads client retention initiatives. Jennifer joined Regence nearly 16 years ago, most recently serving as renewal manager for all commercial lines of business where she was responsible for the retention of the largest and most complex accounts. Prior to that, she held positions as sales manager for the mid-size line of business groups and senior account executive. Throughout her tenure at Regence, Jennifer has sold and serviced both large and small employer group accounts.
Laura Summers, M.P.P., Director of Industry Research, Kem C. Gardner Policy Institute
As the director of industry research at the Kem C. Gardner Policy Institute, Laura Summers conducts research on health care data, policies, and impacts to the Utah health care sector. She has expertise in health care, economics, and public policy. In health care, Laura's research focus is state-level health reform, with a particular focus in Medicaid, public health, and health insurance markets. Her professional experience includes research for the public, private, and nonprofit sectors.
Dr. Mike Woodruff, Executive Medical Director, Regence BlueCross BlueShield of Utah
Dr. Mike Woodruff is the Executive Medical Director for Regence BlueCross BlueShield of Utah, where he drives clinical strategies aimed at improving access to care, affordability, quality, and member experience. Mike is an emergency physician who has spent the last two decades working to improve health and the healthcare experience for patients and clinicians in Utah.
